95 chevy tahoe rusted fenders-cheap fender flares?

ok I have a 95 tahoe and the fenders have rust holes around the chrome wheel trim. I want to cover the rust with fender flares. I have found flares cost at low $249 and at high $450. does anybody know where I can get them used or new for a cheaper price...It is a 4 door tahoe and that makes the price much higher. I have checked ebay with no real luck. Yes I could get new fenders cheaper but I really don't want to deal with all that. Any help is appreciated thanks

1. your right, new fenders would be cheaper, and they really arent that hard to replace. you could probably get a decent fender from a salvage yard for under 200 bux. Other than that i havent looked for fender flares anywhere but id just keep checking ebay and/or craigslist(watch for scams, make all transactions in person)
