Torque and Chrome

TUF 300 bike with south australian reg.. anyone have info on this bike?

saw this bike at the traffic lights last night. custom built, chrome, lights in fairing & wheels, metal flake paint, huge rear tire,plate on it was TUF 300. would like some info on what the bike was before it was customized..
