Torque and Chrome

is this a lowrideR?

if I take a 1959 impala wagon and give it a custom paint job and chrome wheels. would that be a lowrider? also what is a 4 inch drop it doesnt make senst to me plz explain

2. If it is a 2 door wagon it would be a Lowrider. If it is a 4 door wagon. It might as well be a parts car. 99% chances its a parts car.
3. no because a lowrider has to have at least a 4in drop to become one. paint and wheels does not make it a lowrider
