What is the best way to prevent rust on chrome wheels in Florida?

I have 19" chrome rims that I clean regularly and I just noticed, after only 8 months of buying them, that there are small rust spots.

1. Clean' um good & put on 2 coats of yer favorite car wax.
2. Wash - rince - wax or pollish
3. wax stay off the beach rinse them regularly. Is there a clearcoat on them? It could be deffective from the factory
