1. Depend on what the black is some use teflon $$$ some paint or powder coating $$. Chromes pretty cheap. Alloy rims are quite pricey depending on whether there cast or forged.

3. The black are usually a little more expensive. But it all revolves on the size of the rim. If you get 22'' CHROME rim VS 17'' Black rims, the chrome is going to be more expensive. It also is priced with the company and manufacturer. Chrome rims are seen more on luxery cars and black and seen more on street. But, I see black rims a little more expensive.
